According to Mc Whorter, the decline of formal English is but all too natural in language development.

我想知道这个is but all too natural是什么语法结构？
be动词后面可以直接接but吗？

all too, but too有very的意思
be but的话but相当于一个副词，表only的意思
如He is but a child.
